Billy (né vers 1927) est une légende car il est l'un des trois artistes majeurs à peindre les murs de l'école de Papunya, acte fondateur du mouvement pictural. Il a développé un style moins foisonnant que les autres artistes Anmatyerres comme ses cousins Clifford Possum Tjapaltjarri ou Tim Leura Tjapaltjarri, mais cependant parfaitement identifiable et incluant souvent des teintes chaudes où l'orange prédomine. Le fond est peint au bâtonnet, avec une touche pointilliste caractéristique, très sobre. Aujourd’hui en retrait, c'était un initié très respecté et il a été choisi avec Michael Nelson Jagamarra pour aller à New York réaliser des peintures sur le sol devant le public.
